Camping pads preventing land use.

I read a post on the Resident Answer's forum asking about the stance on someone placing so many camping pads on a sim that it often lags out the sim, causing it to crash or prevents land owners from being able to access their land. I've read many posts on the subject but it still seems unclear as to exactly what the official stance is on this subject and what affected persons should do in order to deal with this problem.
