On being able to access your land... (once again)

Please Linden Labs help us out!
I own a 16 384 sq m land at Freswick, I've built a house there thinking it was a relaxing spot. OMG was I wrong! A few days after I bought it lag came in to live with us. I thought it was a club I saw nearby but that club hasnt had a chance. Some guy bought an 8k sq m parcel and built a school, a sex school (as if someone needed sex classes!) and he has been using the full bandwidth for the sim since then.
We cant come into our houses, building is impossible, sim crashes all the time, we cant move in our houses if we're lucky to be able to get in the sim.
I've tried talking to him with no luck, I tried to reach an agreement, he could limit the amount of people in his school and let us come to our homes. He said no, he said to talk to you and that you should change the servers or something.
My question is the same I made a short while ago.
Is there a possibility to divide the bandwidth the same way we divide the prims? to have certain amount depending on how much land you own and when you reach the limit to close your access?
I'm paying almost 300 US a month in tier and think I deserve to be able to enjoy the land I paid for and pay month after month for the bandwidth he's using.
Please, dont answer again with "we're looking into it" this has turned into a problem for many of us. I've had to sell my land other times and now I'm tired of doing this instead of reaching an agreement and set a limit to my rights and other's rights.
My rights end where other's right begin, and viceversa.

Mily, like some games of chess, this has a lot of historical basis. We've indeed looked into a number of ways to go about this, and I'd like to be a lucid futurist and forecast "This is how it's likely to be!" but even I don't have that sort of crystal ball. So I apologize for not having more info at this time, aside from... continuing to watch for Feature Voting Tool proposals on how to implement this.

It sucks when you want to live in peace, and we don't currently have a better suggestion than having a private island, giving you much more control over your land. I realize this isn't what you expected to hear, and this will continue to be an issue.

What isn't clear to me is what sort of "lag" is happening here, and what you mean by "bandwidth". Is it script time? In your case, doesn't look like it, Freswick appears quite healthy. (I've heard the suggestion of script time being divided by parcel before.) What I can indeed confirm is Freswick did crash frequently on Nov. 26. If it continues to occur, that isn't normal, so please go to Help menu > Live Help and ask for the assistance of a Linden Liaison.
