In this thread, Andrew stated that he'd look into the broken joints problem. Also, I talked with Brent Linden in-world around the same time, and he said he'd let the physics engine team know about it. Any word on a potential fix yet? I've had to suspend sales of my windchimes (the same chimes Pratyeka refers to in the aforementioned thread), and I have no ETA to give all the customers who have been coming to me about the broken chimes. Any estimate would be greatly appreciated.

I'm looking into it today, along with a handful of other bugs. I'm focusing on the buoyancy problem first.
Rumor has it there is a problem with wind. The chimes appear to use the wind, so the problem with the chimes may be related to the wind.

I was able to track the "wind problem" down. There is nothing wrong with the wind. The problem is that for small or long-thin objects (< 0.2 meters on two sides) the mass would be incorrect (very small). The way the wind is typically used is to measure its velocity and use an llSetForce() call to model it. Since the mass would be too small the force would have a much stronger effect. The result would be disater for anything using joints -- the joints have a "constraint solver" and a too strong outside force would cause the solver to go unstable.
The bug is fixed in our codebase, but has not been released yet.
