Events postings for hangouts

Ok I recently asked the question in the above link about why I have a ton of places I can post events for that I've never even been to and before it was answered here someone else answered it for me in world. I was told that any place labeled "hangout" is open to anyone to post an event for.

My first question now is, is this true? One of the sims I help manage is a hangout. There is no other label that fits because that is what it is. But we certainly don't want just anyone being able to post an event here. We want only our own group members to able to post events. Frankly if someone who isn't a member posted an event without our consent I'd be furious.

So that leads to my next question... why? Why is any place labeled a hangout open to just anyone to post events for?

I mentioned also in my other question that according to my list I am even allowed to post an event for the Teen Grid Transfer Station, a place I've never heard of and wouldn't want to go to.

So what's the deal please?

Oh, no worries, it's more specific than that. As noted in my previous reply to you, I hope the Event Posting Rules come back up soon. But the exact conditions are:
The parcel belongs to a friend, it is set to show in Find Places as a Hangout, and is at least 512 square meters.

So to clarify, not just anyone can come and post.
