Gift accounts

Is there truly a way to gift someone with an account that would not require the recipient of the gift to have paypal, a credit card, or an SMS enabled phone? If not, is SL working towards anything like this.

I know someone in world who I would dearly love to gift with a second account so the gender on the avatar could be changed and the person wouldn't have what would then be a silly name for that particular gender (i.e. currently a male avie named George -- just changing the avie to female doesn't work well).

However, I obviously don't want this person to have my cc info. What I'd like to do is purchase the acct for this person for the entire year or two up front and then not have my cc associated with the acct after that. Is there a way to do that?
