Advanced notification criteria?

Coco asked some really good questions in this post:

and it seems to have fallen by the wayside. I, too, would like to know what the criteria was for advanced notification of the island price increase; I can't seem to find a pattern to it, and am curious what the methodology was that determined who was informed, and who wasn't.
