Another thought: suppose you wanted to contract someone for a service performed, e.g. DJ or hosting? A services log would make it possible to then rate someone after the service had been performed. (It would make it easier for people to list themselves for hire for services, too.)

Beyond that, I think any ideas of enforcing contractual obligations will be difficult at best. That's all I was envisioning anyway, as far as handling problem individuals goes. As with eBay, once someone has a substantial reputation from their transaction history, you can generally rely on it (for better or worse). If someone doesn't have a reputation built yet, then you know there is a higher degree of unknown involved, and you should factor that in to your decision making. The one additional piece is adjudication -- if you have a disagreement between two well-meaning people who seek resolution, you have a way of proceeding. If one of the people is unwilling to seek resolution, then you at least have a record of that information.
