Personally, I would say the fall of Rome began the day Caesar
took control away from the Senate and started the era of
Dictatorship. Every ruler thereafter wanted to be Caesar.
And this lesson holds true today. When a soldier joins
the military, they pledge to uphold the Constitution of the
United States. Not the President, General, or anything else.
They are pledging their support to "The System" we created
that makes up America.
But I am always in awl of the Glory that once was Rome.

This works only as long the soldiers are educated and know when to obey and when not to obey the chain of command.
On the other hand people like you wich consider "whats legal is ethically right" or "as long they dont drag my butt to jail i am right" will never make a stable societie, laws are only good to cut of the extreme cases of antisocial behaviour.
A socieite raises or falls with the tules the majority of societie follows by them self.
If 90% of the population thinks to kill anyone wich is in the way is perfectly ok you can declare murder illegal until you are blue in the face, you will loose.
Laws work only as long the absolute majority of the population follow them out of there own, you can not enforce laws the population in general disagrees with.
Maybe study the history of prohibition in several countries, especially the US.
