No, whoever said it would only apply to "new" residents, I don't think that's what it means.

I don't think they mean that new residents would get no stipend and we would still keep our full $500 (or $50).

It means everybody.

The "new" part means no more bunus when you first sign up, the $250 or $1500 or whatever that is.

Just to clarify, again, I have no alts. Just me and me only.

The fact that there are others who agree with my point of view on certain issues against the tide of majority lemmings is merely coincidental.

Since I started Sl, the linden has fallen about 20% in value. My one year subcription (technically, my alt's one year sub) is now buying less linden buying power than it did.
It's already been noted. The decrease in the exchange rate is effectively a tax on capital.
