I have a rather large property that I'm turning into a park. As a part of this I would like to purchase a couple of side lots that ajoin my park.
I've sent, 3 weeks ago, IM to the land owners of these parcels. At no time have I ever seen the owners (and I'm on the park daily for hours).
On parcel in particular is owned by an AV who created his persona on 3/5/2004 but has ALL his ratings at +0 -0 -- which seems very odd for someone who has been an AV for over a year.
I am getting vauge feeling that if someone stops their account, that SL doesn't necessairly 'return' their land to the pool (this would make sense as it would make the sims appear more stable and stocked).
Is there any way to get this parcel returned, or to see if this individual indeed is no longer a paying player?

This happens all the time, and if you see a newbie type build or any build on a land with an av that has no clubs, ratings, description, or anything, you are looking at either a banned or abandoned account. SL keeps the name and land available for the patron for a certain length of time -- is it 90 days?
But you lose nothing by IMing the Lindens through the support email or through the "bug report" function and tell them about the land. Ask them if they can look into releasing it to the public, or turning it into first land or auctioned land.
They will never just let you annex it.
If they release it to the public, you have nil chance of seeing it, even if you sit up all night on a blanket on your lawn fighting sleep hoping not to miss it turning to a "green grass" color on "view property owners" signifying "public". A land baron's land scanner will get it, and turn it to a sale, which you might or might not afford, but it might be deliberately left high knowing you are hostage.
Another option is that the Lindens might recycle it and make it first land. I hate when they do this. Because it is always in used, built up sims and of course existing owners want it, and they are just creating unwanted land for newbs, and vexation for owners. So you can make an alt and buy this first-land, but that is even more expensive than buying it from the baron possibly, because you have to buy the account for $9.95 and then keep it long enough and have it bill in order to make the land transaction. $10 would buy you about $2364 Lindens now -- you get the first land for $512 and have something like $750 left if you buy the account and its starter money of $1250, so just buying the Lindens is more practical in one sense, but getting the low price on the $512 just might be worth it.
Next, the parcel might go on the auction. And here it is more fair, everyone gets a shot, but it can be damn expensive when neighbours start bidding against each other!
Well, what can you do. Many have gone before you. I'm staring daily at a red Governor Linden estatelet on one of my areas daily, wondering what will do. I got the Lindens to get as far as taking it over from the dead account and turning it red into Gov land, but there it sits. Maybe that's the best solution.

I'm one of your neighbors, if you're talking about your land in Europa. I've never seen you on, so I guess we have very differing schedules. My land certainly isn't "stale", though--I pay for a 16K land tier, and I even contributed a few trees on my land as a backdrop to your nice waterfall. I've been buying land here and there in Europa and reverting it, since I liked the original Europa scenery, not the flatten-everything-and-build-office-buildings-and-apartments trend that had been threatening to take over. However, I've never quite figured out what to build on the cliff facing what is now your plot. If you're interested in that piece, I could certainly mark out a parcel going partway up the cliff and sell it to you. You've so far got the most pleasant build that's been on that spot since the sim was created  . If you've IM'd me about land, I haven't received the messages. I'll monitor this topic, though. --Arashiko

Aloha nui loa Arashiko... thank you for selling me that parcel - it helped greatly. Just to clear up any misunderstandings, my original post here wasn't concerning your land. It was actually concerning land to the left and right of my property (as opposed to the back hill where your land was). I did, however, IM you yesterday after posting the original message to this forum, as it occured to me that your land would also work fine. I didn't think it was stale as you have plenty of nice things on your land, but we *must* have different schedules as I've never seen you on either  ) mahalo nui loa for selling me that parcel though, my prim level is now back to a nice healthy glow and i'm a plant'n the park. Wheeeee
