I see the VAT money benefiting the EU customer. I did some searching and it seems a record is kept of how much they pay in VAT and there is a way to get some sort of credit for it. In any event it helps pay for their medical, retirement, mass transportation, etc.
Looks like there is some misconception here, VAT money goes to general funds wich means that it used to cover over budgeting militairy and other goverment messups.
The credits you talk of are nothing more then a way for companies to prevent dublle taxing anything they already paid in VAT to other companies they don't have to pay themselfs from their VAT charges. The only way not to pay the VAT is by getting VAT registered and claim VAT exemption from being under a certian turnover level that difference from country to country, this means a lot of paperwork and is hardly worth it.
Anyone with more then 2 sims generating enough income to run even is already above the turnover rate in the Netherlands.
