Steps to reproduce the bug: Look at the sim sun as it rises/sets (about 30 mins before).
Observed results: The lighting is inconsistent and unrealistic as the sun rises/sets. Terrain/objects glow and fade (pulsate) far too many times. Avatars blink/flicker.
Expected results: Daylight should fade uniformly and gradually and not pulsate as the sun rises/sets.

I think this might also explain this known issue:
* Lighting on avatar seems to flicker at times when you are in the dark
Check what the world light source (sun/moon) is doing during the day/night light cycle, LL. If it's not consistent during dawn/dusk, it's probably not consistent during other times too, including at night (dark).

Yep, seen avatars random flicker to , on/off local light it randomly does it especially on night.
