A question about rezzing

When I TP into an area and things start rezzing in, how come I can stand there for .......X amount of long time and some things never rezz (texture only mainly in this example), but if I right click on them they rezz almost instantly. If the texture is there and can come in that quicly whats stopping it from just going ahead and rezzing up without the right click?
Have I got a setting off somewhere? I've tried different settings and this still seems to be an issue. I belive it is not just me either because I see AV's all the time TPing in somewhere and right clicking on items to rezz them. So again, if it can come in that fast fast, why doesn't it just do it to begin with?

It's becoming pretty standard Mliss. I have stood in front of a vendor for 15 minutes waiting for a jpg to fully rez so that it was focused. Why? To find out just how long it is taking. It's nuts LL. Please fix this issue.

I am seeing the same problem exactly. And poking around briefly here in this forum, I am seeing at least two other threads on the same topic.

Some folks are saying that "jiggling" the bandwidth slider in preferences can (temporarily) fix the problem. But I think something is definitely wrong here.

I'm going to go bug report it again: maybe you all can do the same. It would be nice to have a Linden acknowledge the problem, but that's wishful thinking.
