Mute function broke?

I'm getting harassing IMs almost daily by an abusive avatar (already been reported by me and others). I wouldn't mind him so much if the MUTE function actually worked. If I mute someone after getting an IM from him, I still get subsequent IM messages from him after the fact. If I mute him from the pie menu from r-clicking the avatar, that seems to work however after I've re-logged the avatar is no longer muted.

I've spoken with other users who say their mute list has been cleared out. I assume it's been like this since the 1.9 update, and I've looked at the "current issues" of 1.9 and there was no mention of the Mute bug.
