Hi there,
as far as I know (and I dont pretend to know everything), jewellery is usually a small-scale object attached to your avatar...
The second way to do it is to create a tatoo that looks like a necklac, for example... and that will do the trick if you dont look too close.

PS... but I have no idea how people make it all blink and stuff =) Anyone?

You should look for a class. I recently took a class offered by TUI in SL this weekend, and the instructor had a crude (but working) bling script in her class supplies, as well as some basic gem textures. I think I'm on my way to becoming a lucrative jeweler after taking this class...just need to put some practice hours in!

Bling script, texture animation script or very small prims - those will "twinkle" a bit when the AV or your cam moves.

Most jewelry items (rings, bracelets, tiaras, etc.) are made of prims. Sometimes it is more efficient to make the chain for a necklace be part of an undershirt layer on clothing, and then make the pendant as a prim object.

Search the script forums for 'bling' to find scripts that make jerelry shine and sparkle, by adding particle effects to the object. Be aware, however, that excessive use of 'bling' scripts can cause lag for everyone near the wearer.
