The last time I got the "Request for special powers failed" error there was a sizable chunk of kryptonite nearby. Try it again at another location. A Fortress of Solitude is ideal.

Aww, so we can't actually request special powers? Darn, I was going to request the ability to control the weather or shoot fireballs from my eyes or something. ctrl-alt-G gives me that error message, including the ominous "This request has been logged." I feel like hitting the key combo over and over until a Linden swings by and says "SHUT UP AIMEE! NO POWERS FOR YOU!!!!" _____________________
