What's weird is that my forums looked FINE when this thread started and others were seeing the dark-blue ugliness. This morning, the forums are messed up for me, too, now, which leads me to think there's some DNS issue on the server that holds the forum graphics, if its even set up that way.

I think the old background gets cached locally (so it appears normal at first) then get replaced when the browser is refreshed.
