*Edit: Kelly answered indicating that sims themselves record dwell for their own parcels and report the numbers daily along with several other necessary stats. So dwell apparently has no appreciable impact on the system beyond its normal operation.
Concerning our input about features being worth the drain they cause the wora'uld, the answer is no, there are too many outlying factors. They aren't able to reasonably analyze grid performance factors themselves; we wouldn't stand a snowball's chance of getting it right.
