I can see it being noticable if you rarely use the card, but if you're like alot of people in the US you shop with your credit card alot wether it be buying gas at the pump, grocery shopping, or buying porn online (wich makes that little $0.01 transaction a little more obscure).

Merchants billing through a credit card requires a merchant account for which a percentage of the charge is paid to the merchant account bank. I wonder if a $0.01 cent charge would even be allowed. There's probably a miminum charge amount. Sam

From: VolatileWhimsy Bu what countries is it not possible? I am unsure at the moment, but southern Europe/eastern Europe may not be all on board. I'd have to check to be sure, because its been a while. Northern Europe definitely has better penetration. (UK, Germany, etc)

I know with American Express (AMEX) a merchant has to accpet X amount of AMEX transactions to avoid hefty fees. When my family owned a pizzaria we stopped accepting AMEX due to the insane fees for not getting alot of AMEX users.

The problem is, as I recall off the top of my head, Visa recently forbade their Merchants (such as SL) to use Visa's services to do identity/age checks in this manner. I think they got fed up with having lots of low-value transactions for porn sites floating around  There are a bunch of countries where you just can't get a PayPal account for various reasons - or perhaps it's more correct to say there's a bunch of countries where it just happens that you can. I think the right approach would be to have a variety of different authentication services, which could then include some which were more global but generally awkward, or some which are easier but only available in particular regions.
