Well, similar to the Guild, which has its own "internal rulings", I don't think that it is necessary to put it into the Constitution. It should be just something issued separately, ie. "this is the way the Philosophical Branch works right now". We only need to have things explaining how the Phil. Branch interacts with the other branches...

That's what I think, at least :)

The precedent system sounds great to me for both reasons you mentioned, simplicity and familiarity.

In my mind I imagine setting the boundaries of law with the constitution and bill of rights and then allowing the laws to form organically based on pressures and needs in world.


Yes, I also think this will be easiest and fastest to accomplish, and it makes sense. Then the Representative Branch can hammer out specific details to address, like laws on provate property, on settling disputes, on the tax system, etc. and "flesh them in" as necessary (or as they see fit to go about it :) ). If they are simply "forgetting" some laws, well, that's for us citizens to grumble about to put some pressure on them heh :)

Scientific Council - We Need it Working!

The RA has been able to assemble once in a while - not every week, as we would prefer, and with a small audience - but at least it has managed to pass a dozen of bills or so, some of them related to very complex issues. The overall decision efforts have been tough, but I think we're on the right way (or so I hope :) ).

The RA also feels that many "interrelations" with the other bodies of Government are "shaky" - it's not clear where the responsability of one finishes, and the responsability of the next one starts. However, part of the fun is exactly defining those limits!

One thing is for certain - we need an "operational" Guild and an "operational" Scientific Council, for both have "checking mechanisms" to veto out absurd decisions by our incredible creative RA members :)

That was the reason why Catfart Grayson was appointed by the Gilde as "Acting Gildemeister" to replace Kendra while she isn't available. Catfart, you now need to review all the bills, and the ones related to the financial status of Neualtenburg may have a veto (or not). Silence equals automatic approval!

The other body of Government is the Scientific Council. From what I remember, it currently has three members, I think: Ulrika as "Provisional Dean", myself (as a non-voting member, since I'm in the RA as well), Kathy Yamamoto, and Phineas Clio (who was invited, but on the Neualtenburg forums I didn't see his acceptance as a member).

Since Ulrika is currently taking a far more important role as a future mother :) we need someone to become "Acting Dean" in her absence. And since I cannot qualify, I would like to propose to the Scientific Council to appoint Kathy Yamamoto as "Acting Dean" - actually, not much choice here, if she's willing to assume that responsability.

The Dean will have to review all the RA minutes and see the approved bills and eventually vetoing them if they are deemed to be unconstitutional. May I remind the SC that we have approved two very radical and polemic bills today - the first one, the Finance Committee (you could think of it as the Ministery of Finance) which will work out the Treasury and the Neualtenburger Budget - an evolution from the simple Treasurer which was kept by the Guild. Also, we voted upon a bill that both the SC and Die Gilde have one week to veto RA bills - meaning that their silence will also mean their acceptance of the bill. We need that "timeout" limit to make sure that the Government does not grind to a halt!

As a member of the SC, I can surely talk it over with whoever is accepting the duties of Acting Dean, but I won't be able to either vote, nor influence the SC with the ultimate decisions.

As much as the RA loves it, we cannot work "unchecked" for much longer. We have already discussed in past meetings the need for the RA to "liaison" with the other branches of Government. Sudane and Roberta, in the newly approved Finance Committee, will take that role with Die Gilde, in order to get the finantial part of Neualtenburg operational. We also need to do the same with the much neglected SC. The good news is, this thread already depicts a possible model for the SC to work, so there is at least a basis for starting the work there - sadly, the only thing lacking is members! :(

Can the SC agree upon nominating Kathy as Acting Dean, and Kathy, are you willing to do that role for a while?

Sheesh. Glad I caught this!

I admit that I have been a bit lost in trying to figure out when I’m actually supposed to show up for work. I guess this is the “when.”

I’d be glad to look the bills over and speak up here if I see something I feel needs smacking around in public. And I don’t mind pulling active “dean” duty for a bit, if someone call tell me exactly what I need to get done – and when it needs to be done. Gwyn, if you get a chance, and feel like sending an email update on what you expect of me, I’d appreciate it. Otherwise, I’m going to start by looking at those bills you mentioned, and then re-read the forum to see what else I need to get done.
