My question is...if those 3 plots are still avaiable, would it be foolish of me to offer the owner (same seller on all 3 plots) $L15,000 for all 3 plots at once?

The majority of the world bargains...it's we Americans that are so hell-bent on a set price. Do you know, for the fun of it, I will sometimes bargain at stores...all kinds of stores. And believe it or not, sometimes they DO take my offer...even at big chain stores. I'm not kidding. True story.

It is symptomatic of how our society in general works, especially of late. Cooperation, reconciliation, and agreement are neglected. It can be seen in the numerous contracts in all levels of society, which are take-it-or-leave-it documents prepared by lawyers rather than being what a contract TRULY is: an agreement formed by both parties. A purchase itself is a sort of verbal contract (I agree to give you X amount of money, and you give me Y item). We see it in both political parties, in which loyalty to the party line is considered much more important than pragmatism. The two-party system itself is a symptom of a lack of cooperative elements in social discourse; you choose one guy or the other. In congressional elections, it is always winner takes all.

If someone asked me for my best price on anything i was selling i would quote them a price 25% higher than list. That would be MY best price. If you read the List price on something i have for sale, rest assured you are getting Your best price. In the words of Charles Dicken, "If you make it an Open Question I'll reconsider my liberality."

When waiting to avoid paying more tier, I usually wait until the tier charge actually shows up on my account--even if it's a day or two past the published date.

As a land dealer, I never minded people asking me for a deal. Often I thought their offers were ridiculous, but I was still polite in rejecting them (e.g. a simple "no";). What did irk me, though, was people who insulted me in their request: "Wow, you're charging way too much for that land! Mark it down to a more reasonable L$2/m2 and I'll take it off your hands today!" or "LOL L$6/m2! Let me know when you're serious about selling." I didn't even reply to those types of requests.

I think bargaining is quite common. I've done it several times and got a lower price each time.

I guess for me ...depends on whats being haggled.... if its content ... I hardly ever haggle becasue I know the work goes into it.

If its LAND ..... too blood right I haggle.... in fact I say I will give you X on X parcel they even accept it or not. What REALLLLY annoys me though is land for sale.. thats been on sale for 6 months at L$25sq and you IM the person... and NOTHING they dont respond or anything or they putban lines around land for rent so you cant get arround it.

to the OP.... you are ofering well above the going land rate so they should look at your offer with serious consideration.
