The order that objects in a sim rez is strictly in the order of the internal ID. It has nothing to do with whether they're scripted or not. It does seem likely that since scripted objects tend to be modified and re-rezzed a lot more often they're more likely to have a high internal ID than something that was just rezzed when the sim was young and empty and has sat there ever since. http://jira.secondlife.com/browse/SVC-2413

My belief...

...is that this *simple* turns out to not be that simple. They've been tweaking this for years now, but there are always issues. For example, should it rez something that is close but behind you (in case you turn around) or something that is a little farther but in front of you (in case you go that way).
The real solution is for us to all have mega-fat data pipes, and lower expectations.
Remember, Technology will change more in the next 5 years than it just did in the last ten. (Sadly, at this juncture, we don't know what direction it will change.)

I didn't say this would solve everything, but it would definitely improve things. Just because you can't fix everything in one step, that doesn't mean you shouldn't fix what you can.

Yes, I did wonder why they didn't have a priority for rezzing items. Apparently they lost the ability to prioritize texture rezzing, because I've had non-cached textures that were farther away show first.
