It sounds like they tweaked search to give more power to keywords, and maybe loosened up the amount before they consider it spam.

Honestly, that's ridiculous.

I don't think so. The OP thought that the place doesn't have many IBLs, but that was wrong, as Kitty pointed out. Without examining it, its ranking without those repetitive keywords looks fine to me
