Apparently it is a known bug. The skirt becomes invisible. Vote for the JIRA here:

Ok figured out my card was expired when I went to gey more lindens. So tried to set up my pay pal account for purchasing lindens but it still wont go through. I got the email that says pay pal is set up for Linden research now but still wont go through any ideas?

We are payed to be beta testors in this nightmare of online ungluedness. Paid in fake money, We pay the $XXX, they pay us in lolol.

Quaintly, I have the same problem and in the meantime, here's the work-around suggested to me (which works): go into edit appearance mode, and then put on your system skirt. When you close edit appearance..the skirt stays on.

don't know why/how, but it worked for me!
