Say you buy something and then come to find out it doesn't work. You try to IM the person you bought it from but they do not reply. You wait a few hours and try again and they never get back to you. You try again the next day and nothing. You IM them again a couple days later asking for a refund and nothing!
Is there anything I can do or am I out 3500 linden?

You're probably out L$3500.
Keep in mind that SL is a global thing - the creator of whatever you bought could well be on the other side of the world from you and not have seen your messages yet. Or they might not have logged in lately. I know it's hard but have a little patience.
If it's copy/no-transfer object, you're not going to get a refund. If it's no-copy/transfer, you might get one. They don't _have to_ give you refund though, so being nice is your best bet.

I have had a similar problem with non delivery of items. It is better to put the information in a notecard and send that, im's do get capped. I did not resolve my problem, but alot of suppliers are very good on the customer service part of their business.

Thanks. nothing you can do, it has been at least a few months since my mishap of a non working item, and still waiting for refund or have it fixed (not just send me a replacement that has the same issue) *sigh*

They just gave an inworld notice saying not to buy anything. How can they expect anyone to run a business in SL? I don't know who to feel sadder for...the hard-working content creators or the people who lose inventory and $$ every day lately.

File a support ticket. Give the details of the transaction (including transaction number) and request either a refund of your money, or a corrected inventory transaction.
Two things will happen: either they will correct your issue, or say "we don't deal with resident-to-resident transactions."
If you get the latter, don't give in. Reopen the ticket and push to have them correct it. It is LL's responsibility to limit inventory transaction failures to an acceptable minimum (protip: the current rate is unacceptable) and to correct when it does fail. If you purchase a product from a vending machine and the vend fails, you wouldn't call the soft drink company- you'd call the company that operates the vending mechanism. In this case however you are out $13, much more than a can of soda. Also, stress that this is a case of _asset loss_.
This is why I only sell products directly from boxes using the "buy" feature, without scripted vendors. Scripts themselves introduce more variables and potential points of failure, whereas plain unscripted boxes have the minimum possibility to fail. If transactions fail in such cases, the fault is squarely with LL. Of course I still resolve every issue of failed transactions my customers give.

I was trying to put on a prim skirt and it said "object failed to rez", when I tried again it said "attachment pending for that spot" grrr. I was left standing there in my underwear (the pants layer refused to load too) so I just logged out. Not worth the frustration. I think I'll go take a nap instead...

Notecards keep being suggested, but when the person logs in, there is no indication that they have a new notecard. The only way I know about one is because I get an email about it, telling me to "Log in to accept or decline the offer". When I log in, there is no indication that it's there, an no opportunity to accept to decline it. If I don't see the email, the notecard doesn't exist as far as I'm concerned.

If ya check the clickybox next ta "Automagicaly accept" under Offers of notecards, textures n' landmarks in the Popups section of the preferences, you won't get that. I b'lieve that at most, you get the line of green text on login tellin' ya that ya've been given something by someone. I dunno 'bout others, but I'm so flooded with green text on login that I wouldn' notice one tellin' me I'd gotten a new somethin. I keep *that* popup poppin'!

No, I don't get anything - probably for the reason that Saucey stated. I don't recall seeing a green line in chat either, but what's waiting in chat is always capped when I log in.
It means that notecards don't offer any guarantee that the recipient will ever see it, or even know that it exists.

She was IMing me time after time, and I was replying to each IM, but she continued as though I hadn't replied - even threatening to AR me lol. I had a friend contact her, and she'd inadvertantly muted me.

hmm... I *don't* have the option to automatically accept notecards checked.
If someone sends me a notecard when I'm offline, I receive an email about it, as I described earlier. I DON'T have my prefs set to automatically accept them, but I'm never informed of its existance, or offered the choice to accept or decline it, when I log in. Whether or not having stuff sent to my email prevents the option being offered, I don't know.

Thanks. It has been my experiance that MOST sellers WILL get back to you. it is unfortunante you have a loss so great. I find that 90% of the things I buy, if I do have issues they return my IM within 3 days. Which I feel is fair. (we are not all here 24/7 right?) but when you have 3500L, 3 days seems like forever.. I will say this there are certain sellers that go above and beyond! I purchased a script from someone, had a bit of trouble with it, but set it aside until the cobwebs cleared and I could figure it out, well within a day or so of my purchase he was at my store and he helped me out! (I didn't even IM him) Another non delivery of a pair of glasses and the next day the seller delivered me those eyeglasses and another pair to boot! It is hard to know what kind of seller you are dealing with, and I suppose we take our chances, but it might be a good idea when spending that kind of L$ to Im the person before and see how fast you get a response and ask questions before hand.. Also, with all the changes SL is making, who knows what will and won't work anymore, right? I dunno, just a thought.. But for the most part the sellers on SL are wonderful and do not let one seller mess it up for the rest. IMHO

IMHO
One seller? One seller this time you mean. There are many just as bad or worse. There are those who respond and are responsible for what they sell. But it seems more of these other types are being written about in these forums. You see these posts all the time and that's not counting the ones that aren't made public in these forums. Just because one doesn't see them doesn't mean they don't exist.
