I guess the real real question is why have a 2 dimensional grid structure in the first place?
If regions existed as little pockets in their own grids you could expand any way you wanted without encroaching on anybody. If you wanted to connect to another grid you could do this by mutual agreement.
I think I will call this concept "floating grids" for want of anything better to call them

Yeah pity we can't buy land underground or in the sky, the whole concept of 3D seems a little lost. The again 4D grid could be interesting too
