Bumpmapping doesn't work with transparency.
It's important to realize that transparency can sometimes be done with the built-in Transparency spinner setting, but other times needs to be done with an actual transparent (alpha) or semi-transparent texture instead. Textured colored glass, for instance, is properly done with a pre-designed semi-transparent texture which has 'bumps' drawn on it.
The Transparency setting also doesn't work well for surfaces where the Material is set to Light--anything beyond the most minimal setting just makes the surface dark. Generally the Transparency setting, Light, Shine, and Bump don't always play well together.
