Nick, I admire your enthusiasm, but I suggest you start searching here in Feature Suggestions and on the voting page (http://secondlife.com/vote) before posting all these suggestions. That way you can help support those that have already been made, and/or see issues raised over some of them.

Well, reposting is just a different way of bumping an idea. If having to dig through these forums to find someone who suggested this first is going to slow him down, then I suggest he doesn't do it.
However .. I really hope he isn't creating more props in the voting schedule. That'd be shooting himself in the foot. _____________________

Thing is, if you start a new thread (or a whole bunch of new threads) without bothering to search on any of your terms first, you are likely to be unaware of any previously discussed issues with the idea. In this case, there's rather a lot of discussion about NPCs, both for and against. Other people could post pointers to those threads in this thread, but I think it's generally more polite when you join an online community to see what's been discussed already before jumping in with both feet.
The vote splitting problem is also an issue, of course. I believe there are several proposals, but the one I've voted for on this issue is Prop: 201 - Scriptable Avatar Prims/NPCs/Mannequins/Animals. A search on NPCs in the Feature Suggestions forum turns up 13 threads active within the past year.
