I'm looking at it from a different perspective. I think abuse reports IMO are a step towards getting a very bad player banned... I don't think someone should get abuse reports and/or banned for being immature, but I do think that the collective community should be able to freely express to this person that their behavior needs improvement.
It's not a matter of "dishing it out and taking it" to me. I think the community, overall, will rate correctly given the total freedom to do so. Informing people about ratings seems to make it more personal rather than community based.
Excessive negative raters--(which can be determined by looking at a profile)--will still stick out, so it's not a negative rating free-for-all. Maybe even limit your maximum neg ratings to half of your pos ratings, whatever.
I'm not really afraid of a system like this; if I get a few negative ratings and I don't know why, oh well. But I think that overall the community would judge correctly. I still don't believe that we are free to do so right now.
The important thing to me isn't stopping the occassional "rogue" negative rating you might get, but getting an accurate rating overall. It's not the individual +'s and -'s that really effect your income, it's the sum total of them all.
Not to make this into a big debate, maybe we should just agree to disagree.
