You can dowload Team Speak or Team Sound or some free voice chat program of that kind. You assign a push button on your keyboard to speak like a Two Way Radio. You will need a Microphone however. I use a Mic with headset.

This is the one I've heard the best reviews for, can fit alot of people on a server low bandwidth and sound quality is decent. I know Ketnar.org has a server up almost always for it but I think it's private might want to check with them.
