Also, don't forget those signing-statements where the President passes a law and then writes a note saying that he won't follow it. Although Bush isn't the only one that has done this blatantly unconstitutional act, he has done it over 800 times already, which is more than all previous presidents combined!

Hell, atleast FDR followed the basic legilsative process of the Constitution by VETOING legislation he disliked. He vetoed over 600 bills during his tenure, whereas Bush has vetoed only one sofar.
