It doesn't matter how you shuffle around the Oreos...
Oreos = Money Federal Programs = Glass of Milk Congress = Enjoying a tasty snack before naptime Neither Republicans nor Democrats (as groups) demonstrate spending discipline. Some would argue that a LINE ITEM VETO would enpower a president to maintain fiscal discipline without rejecting a budget completely. I'm not sure how well it would work. Perhapss better tools (legislative) and real consequences for a Congress that can't control spending are required. I'm much more in favor of a PROscriptive solution (boundries) than a PREscriptive solution (do this and this, etc) like Ice Cream boy suggests. |

The President doesn't create the budget. Do you understand? No, he just pushes to implement things that make the budget much worse. The president has the power to be able to implement things that affect the budget. He pushed the whole tax cut thing, he pushed the whole Iraq war, he can push for things that actually help the budget if he chose to. _____________________

And congress bears the ultimate responsibility for writing the budget and passing it through the House and Senate. Looks to me that Congress is the culprit. The President can't accept a budget that the Congress never passes. By the way, since the tax cut, tax revenue is up a significant percentage. So, spending problems have nothing to do with tax cuts. |

True--they are all to blame. They are ALL to blame. I agree. However, I would add that neither party is any better than the other, in general. Perhaps under certain circumstances one party or the other looks better, but they both suffer from self-interest. |

Cutting the defense budget as Ben and Jerry suggest does not address the problem of any congress being unaccountable for their spending habits. I will admit that it is a colorful and fun way to examine the budget. |

That wasn't my question, do you understand? I do. But whether the president understands oreos is irrelevent to the budget process. Do you understand? Oh wait, I see, you just wanted to make some smart-ass self-important comment about George Bush. AH! I DO understand! |

My judgement is that a change of party from Rep to Dem would result in a decrease in military spending, just because defence corporations aren't traditionally the sponsors of the Dems. But you would find quite quickly that they would become Dem sponsors, and there would certainly be no real reduction in stupid amounts of money being spent on things that people don't need, defence-related or not.

And for this reason, I think Ben and Jerry's PREscriptive plan is worthless. Spending in general needs to be controlled much better |

sure, if you convenience your position by forgetting how good eight years of clinton (with a lot of repubs around still) bit a big chunk out of the deficit. government was smaller too by the time he left.
