I recently built a new PC and SL just refuses to connect to voice for me on my new system. I am able to hear In-world sounds, UI sounds, and multimedia with no problem. I have the proper devices selected under device settings in the voice chat options but the volume preview bar is stuck at "Please wait" and the talk button remains grayed out. I've had no problems with SL or SLvoice on my previous system running XP pro 32-bit SP3. I've tried the both the latest official client, the release candidate version, and Emerald, all no voice. I don't believe it has anything to do with sound devices or drivers seeing that my SL sound is fine, and I'm running on current drivers.. I've tested both my motherboards onboard sound, then my current soundcard and I have the onboard sound disabled in the BIOS so there's no problem there. I thought it might be a windows firewall issue but I have exceptions for both SL and SLvoice, and I've even tried turning windows firewall completely off. Also running SL as an administrator provided no fix. I'm assuming, that for me at least, its an issue regarding SL and Windows 7 64-bit.

here are my system specs for reference

- Windows 7 Professional 64-bit OS
- AMD Phenom II X4 965 3.4GHz Quadcore CPU
- Sapphire ATI Radeon HD 5870 GPU
- 4GB DDR3 1600 RAM
- MSI 790FX-GD70 Motherboard
- Creative X-fi XtremeMusic Sound Card

I've had the same issue. Here's my thread on it. Try some of the things they said, granted nothing has worked so far to fix it for me:
