Bots draining sim resources

Through my travels on the mainlands, sometimes I encounter a sim where physics and scripts stop working soon after I enter the sim. On every occasion there is one common factor which appears each time. There is always a cluster of bots somewhere in the same sim.

I have presumed that these bots are the root of the problem and am currently in dialogue with a shop owner with 13 bots on her land which appear to have broken the sim as described above. She is saying that they are not bots, they are simply avatars logged in by her and her friends. Many of these have animation HUDs, which I proved yesterday by knocking them from their platform and watching them doing repeated summersaults or walking animations once they reached the ground.

Unfortunately, although I have spent a good deal of time searching the TOS and the support areas of the site, I am unable to find documented cases to prove my theory to be correct. I hear that using bots in such a manner is a violation of TOS, but I can't find the appropriate part which covers this either.

Can anyone please offer me some advice on this issue and maybe clarify exactly how and if she is breaching TOS and whether these bots/avatars really are the cause of this broken sim?
