I would agree with all of this except the "what Linden Labs is aiming for is the ability to let them have Eminent Domain yet never have to exercise"

Ain't that the truth. I had some real "A" material that LL deleted from the forums recently. It was part of a thread that may be an uncomfortable subject for some residents. God forbid someone may have to read something uncomfortable.
I think this is part of the 'distillation of achievables" process. It's LL's world, your imagination builds it and long as it doesn’t impact LL's bottom line it’s anything goes.
