Nice responses, one part of Artemis's post had me laughing out loud. Hee hee I'm gigglin again.
There have been Mature style pictures of giant penises and such on the SecondLife.com site, some were made at the Welcome Area and transmitted by Video Linden, others through the Snapzilla capture feature.
I have now thought of one reason the mature comabat sims aren't filled with porn fans, I suppose it's not as much fun enjoying your porno when you are being hammered at by pushbullets, especially if your need for self defense and vengeace makes you want to keep both hands on the keyboard and mouse.
I wonder how long it will be till some kind of P2P teleporting takes effect, I don't know if that is a "Real Soon Now" (i.e. maybe someyear) sort of deal or whether it is right around the corner.
it's certainly true that part of the appeal of the shenanigans and carryin' on at the WA has to be the sheer joy of breaking rules, that's just part of human nature
I wonder also if just letting folks set their own home point to any Linden owned spot might reduce the tendency for people to pick the WA as a permanent home.
I suspect also the lack of regular events held within shouting and seeing distance of the central fountain area contributes to a stagnancy in the scene, which people feel compelled to break up using the most efficient means at hand, like cussing for show, being vulgar for show, etc. In other words some of the behavior I find less than delightful and quite repetitive after awhile might stem from boredom, and while there are tons of places to go and things to do, it might still be more effective at making a pleasant Linden owned hangout spot if there were events like show and tells and trivia games and such, like there used to be near the old WA, where they can be seen and you know where it will be and don't have to wade through the events list or use the map but just fly or even walk and not feel like you are leaving your chosen home point.

As someone that spends a lot of time there, I'd like to take notes: "That would be only a small percentage of the people hanging out in the welcome area." TRUE. However... the 'small percentage' of people are repeaters, and they are always there. I can name a pretty list of the folks that I find abusive, hostile, indecent, or plain "purposefully playing ignorant" of the rules. You can mute then. You can AR them. They just keep coming back... a warning won't get them to smarten up. A suspension won't get them to smarten up.

Suezanne, why not have a mature welcome area? We haven't ever had one and it might be a nice change from whatever it is we have now. I have yet to see much maturity going on there now.

That's when you get out the big guns and ban their asses... surely several suspensions down the line would get a person banned? Maybe if we ignore them they'll go away... *crosses fingers and squeezes eyes shut*
