I'm sure i could go ahead, Premium myself and/or answer this question by messing around in a sandbox. However i'd prefer to get the research done beforehand (and my comps screwed so im unable to get on SL anyway, at the mo').
Anyway... I want to try building a faceted spherical room within another, and another exact copy (russian doll style). Assuming each room was constructed from, say 30 prims for example, could i duplicate and alter the size of the entire completed room or would i have to duplicate each separate prim to build each room from scratch (if that makes sense...).

You can link all the prims together, copy and change the size of the entire object, so the answer is yes.... as long as none of the prims goes bigger than the 10x10x10 limit.
I'd start with the largest and then get smaller..... but also remember that the thicknesses will also scale.. so the wall thickness has to be large enough to scale down.

Two things to keep in mind: - The smallest prim (in any dimension) in a set determines how much you'll be able to shrink the whole, just as the largest prim determines how much you can expand. - There are limits to how many prims of what kind you can link to each other, and how far away they are from each other.
So, hypothetically, yes, what you ask is quite possible- but depending on your build you might run into some serious limitations.

Well, the 'spherical' shape i'm going for is a rhombic tricontahedron meaning all 30 faces will be precisely the same size and shape. Therefore i'm assuming this will mean each shape will be made from 30 identical prims and i shouldnt have a problem with reduction as long as the walls are thick enough.

And you shouldn't have a problem with linking so long as the centers of no two prims in the set are further than 30m from each other.
