At the bottom of your screen, click on Find, and then on the Places tab.
In the white field near the top left corner, type in New Citizens and click on Search.
In the list that appears you'll see New Citizens, Inc. Plaza..
Highlight that, then at the bottom of the Find box in the middle, click on Teleport.
A few steps from where you land are big boards which give step-by-step directions on how to build. There are also details of classes you can attend to learn about more than the basics.

There's also an excellent self-guided hands-on tutorial at the Ivory Tower of Primitives in Noyo (Find -> Places, and search for "Ivory Tower"  .
