I've read a lot about how flexi prims can cause lag - mainly complaintes about FPs in hair....

But during a discussion with a pretty talented builder, I was told that the whole "flexi" effect is done client side....

So what's the truth here?

Your informant is correct - to a degree. Yes, flexi is entirely rendered client side, HOWEVER, people on slow machines, or with poor GFX cards can experience CLIENT lag (i.e. not related to connection speed or server performance).
