I've read a lot about how flexi prims can cause lag - mainly complaintes about FPs in hair.... But during a discussion with a pretty talented builder, I was told that the whole "flexi" effect is done client side.... So what's the truth here?

Yes, flexi is entirely rendered client side, HOWEVER, people on slow machines, or with poor GFX cards can experience CLIENT lag (i.e. not related to connection speed or server performance).
