when i want to drop something on a land where i am allowed to drop stuff i get the message region is full but when other member drop the can what can i do about that?

Could be a number of reasons for that.
If the other person was dropping something with fewer prims, there might be just enough free to allow his, while not allowing your larger item. Try rezzing just one prim, and see if that works...
If there are temp-rezzers running in the sim, they may be filling the sim to capacity. But they will spike and surge as to how many prims the sim thinks it has in use. So what would fail one minute might work a few seconds later. In that case, the region owner needs to locate and eliminate some of those temp rezzers.
