I'm very confused, say I have a rectangular prim that is 5m long, and i set the taper so that it has 45 degree taper, if I increase the size to 10m the taper is no onger 45 degrees.
Obviously I don't have a handle on what the setting means, is there something that can help in setting tapers to degrees or how to do that - maybe a good article or resource that deals with tapers and perhaps other stuff like cuts.

The taper is not in degrees. It'a a percentage that the top end is getting reduced.
Taper = 0.00 means the sides are parallel Taper = 1.00 means the sides come together at the midpoint, forming a point at the top.
If a cube is set to a 1.00 taper on X and Y, it becomes a 4-sided pyramid.
If a cube is set to a 0.50 taper on X and Y, it becomes a truncated 4-sided pyramid, and the top square is 1/2 as wide in each dimension as the base.
The angle the sides form with the base is entirely dependant on how tall it is. You could do some trigonometry to calculate now much taper would be needed to get a specific side angle, but the Z-axis height will alter that.
