Well you could make a huge prim-heavy object that moves clumsily with llSetPos. You can use sensors to keep it from crashing into the shoreline (though this takes a lot of sensors if you really want to be sure that no part of the thing crashes into the shoreline), but you couldn't keep it from driving right through anyone else's objects. I made an 86-prim bathysphere that operates this way and it's pretty fun to pilot around the undersea reaches of SL. Aircraft carriers aren't known for moving very fast anyway.
If you wanted to do that, then yes, it's probably possible to make something where different people can operate different parts of it. One av stands on the bridge piloting the thing, one guy sets up the exhaust barriers for launching planes, you need a couple of pilots, maybe someone to operate a gun turret, if you add one of those. Thing is, there isn't much deep or clear water to operate in and you'd probably have to buy an entire island sim and make sure it's terraformable to some depth that's going to allow you to float the thing there. Which wouldn't leave with many interesting destinations, unfortunately. I'd love to hear about it if you get this project going, though. Good luck! _____________________

That ain't slow for a boat that big... 42 miles an hour would equal traversing 254 sims every hour, or one sim every 14 seconds. That might be doable. You're not gonna keep up with "normal" vehicles like planes, trains, automoiles, space ships, other boats, or even balloons, but I'm sure you could move at speeds equilvilent to those achieved by real aircraft carriers.
