There are lots of ways to make rudimentary hair and fur using simple filters (noise + motion blur can be effective, for example), but for best results, it's all about brushes. David Nagel has created some amazing ones for fur, hair, skin, and other things. You can find them all for free downloand here.
If you want to make your own, here is Nagel's tutorial on how to do it. _____________________

The other aspect of making something look 'furry' in Sl is use if alpha transparency at the edges of multiple, overlapping prims. For example, the lovely, fluffy tail on my fox avatar, by Jakkal's Werehouse, is a series of overlapping cones, with a texture that fades to transparency at the circular edge of each cone, and is 100% alpha on the disc-shaped base. The ruff of fur at the neck does the same type of thing.
