Terraforming: How to really flatten my land?

I really hope this is the right forum. (The forum Search feature keeps telling me "Zero Sized Reply" if I search for more than one keyword at a time...)
I have six adjacent plots in one sim and three of them are sunken as far as they can go, and rather bumpy as well. I want to bring the land to the same level as my other plots (and those surrounding them), but I'm having a hell of a time achieving this. I've tried a couple of different things:
Failed attempt 1: 1. Select plots. 2. Raise them as high as possible using 'apply to selection.' This brings them higher than everything else, but makes them flat on top, which is part of my goal. 3. Lower -or- Flatten -or- Smooth. I either end up with land that is the right height but bumpy again, or a big mound instead of a squared surface.
Failed attempt 2: 1. Select plots. 2. Lower them as much as possible. 3. Smooth -or- Flatten. The surface stays bumpy (too bumpy to lay down a house without putting it up on cinder blocks); attempting to raise it raises the bumpiness as well.
What is the correct procedure for leveling land with adjactent plots? I know some people object to having flat land all over, but I assure you the current arrangement looks pretty silly, like someone's about to construct a skyscraper there or something...

It sounds like the problem for you is when flattening dont use the "apply to selection" option use the regular land editing tool/cursor thing. Start on an already completly flat area and move around and land will level itself with the orriginal selection, I know it takes a lot more time but its also a lot more sucessful in my experiance.
Generally the "apply to selection" works well to get a geneal trend in the landshape but it still needs touched up and refined.

Remember that most sims have a +-4M limit. You can find out what those limits are on your land by reverting to the original raw file (user the revert setting) and then walking across your land, noting the third number of your location at the middle top of the screen.

levellimg tools are very useful

by far the easist way is to use a land leveling tool  If you cannot find one IM me in world and i can pass one to you. I got mine from Yadnis. all you do is put the script into a prim and rex the prim where you want top level the land then set the z value to what you want and drag it about  SIMPLE

Wild, IM me sometime, I will be glad to help you get your land exactly how you want. I have formed tons of land. To see some of the work done, you can go see sim Escape or Enchanted. Both of which have days of terraform work into. Thanks. I am central usa time. If you still need help, and are in a different time zone, send me a landmark, where all the parcels are, and I will advise what I see when i get there.

Goal 1: Bring it to the same level as the surrounding areas, to make it look less like a crater or an abandonned construction site. Goal 2: Make it flat enough that you can put a house down on it without stalagmites poking thru the floors.
