How create a wipp ? (with wipp sound for use )
It's animated like this ..
It's a Weapon (do damage )
It's a slave training tool (do a sound of the people wipped like this )

Hiya

You can create objects by clicking the build button (bottom of your screen near inventory)

To make it you will have to play around with the different shapes and figure out the limitations ect.

To make it work ie play sounds ect you will need to insert scripts, You could try looking around secondlife for premade scripts or you could hire a scriptor to make it for you.

You can get alot of sounds in secondlife and you can also upload your own, It's really just a matter of playing with all the things available and seeing what you can come up with.

Or you could advertise in the products wanted forum for someone who may be able to create it for you.

If you want to use it for "Slaves" then you might wanna search for BDSM or gorean or D/S stores that sell items to do with the role-playing category
