Is there a tool out there to list and retrive objects on and In buildings?
I was experimenting with rotating objects and managed to rotate two carpets into our hillside.
We are trying to clean up the left over construction debris.
Is there a tool out there that will list the objects on land and let use either retrieve or return them?

I lost an object once in a sandbox. I didn't know the name of it and it wasn't on my map. POOF GONE! Luckly my friend made it and I got a new copy but I was very distressed for a bit.

Try going into the debug menu, and under UI -> Rendering turn off surface patch, ground, and water. (I forget how to open debug if you haven't already, because once you open it, it stays open. But someone will know.) Anyway, once those things are off, you should be able to see the items and retrieve them.

Three ways to find "lost stuff":
1: Any objects that you own will show up on the mini-map as aqua colored spaces. A simple rezzed cube, .5 M on a side, still shows as a single pixel. Good when you've already transferred a house to someone on their land, and you want to make sure nothing got missed! Not so good when you still own a bunch of stuff there.
2: Set your tools menu option to 'select only my objects', then left click on the ground and drag-select across an area. Anything you own will be selected, even if it is under the ground. You can then shift-click items to de-select them, and can move what's left.
3: For the property owner, or for someone in the land group for a group-owned parcel, on the 'About Land' pie option that you get when you right click on the ground, use the objects tab, and refresh the list at the bottom of the dialog. You'll get a count of prims by user who owns them. Highlight one user in that list, and their prims will temporarily highlight, so you can see where they are. Unfortunately, this does not keep them selected, and it misses linden plants that you might own. Linden plants are in the prim count, but don't highlight.
