skirt prim builder, necklace prim builders, that kind of thing? if your thinking larger radii, just stretch, available on SLEX, I believe freebie versions too.

Two easy methods, with the in-world building tools.
If the objects are to be arranged evenly, so pairs of them are opposite each other in the circle (an even number of objects): * Place one copy of the item in its desired position on the edge of the circle. * Duplicate that item and manually position it directly opposite the first item, rotated 180 degrees. * Shift-click to select both items. * Drag-copy, to make another pair. Leave them selected. * File Menu > Undo. This will put the copies right on top of the first set, still selected. * Hold down the Control key (Windows) or Option key (Mac), and use the rotation ring on-screen to rotate the pair to the new position. It will pivot on the mid-point between the two objects. The on-screen position info will tell you the angle you're rotating it to. * Repeat as needed, making more pairs and positioning them. Alternate method for odd number of repeats or precise but possibly uneven distribution. Advantage is that you set precise numeric values. Disadvantage is that you have to temporarily link the objects to a pivot prim. : * Place a prim at the center point for the circle, and one copy of the object at the edge. * Link the object to the extra prim, making the center pivot the root prim. * Drag-copy, to make another set. * File Menu > Undo. This will put the copiy right on top of the first set, still selected. * In the edit window, enter a new value for Z to set the angle that you want to rotate the copy to. It will pivot on the root prim. * Select just the pivot prim from the new copy, and unlink and delete that copy of the prim. * Repeat as needed, copying the original pivot prim and object pair. _____________________

At last thanks Ceera, I always use the second method, didn't even think of it has being a answer to the question. However, I have been looking for ages now on how to rotate at the center point for two objects, I couldn't find a way other than rotating on the root of the link pair.
