sorry guys and gals, this may be a silly question, but can someone explain to me, why at about 100m, it's very difficult to fly up (without using a flight assist script)?
I am considering building a structure for my residents which is 300M in the sky... i am worried about manueverability issues.
please help! Thanks

Entirely to try and keep things at ground level. It's a bit of social engineering, that.
They may be keeping it, also, to help keep newbs from getting lost in the big blankness that is high altitudes. (I'd suggest LL go ahead and peak flight at the same level builds are peaked.)

Builds in the sky usually use some type of teleporter system or elevator. There are many free teleporters available that can transport people all over a single sim.
The teleporters available to buy have features like easy configuration, fast teleports, security features, etc.
When considering a teleporter, you should be aware that there are two basic types:
* A Sit-style teleporter: range is up to 300m within a single sim. This is fast and easy to implement - you can get these teleporters for free or get the scripts that run them for free in places like the scripting library.
* A moving prim teleporter - you basically attach to the teleporter (sit on it) and the prim actually moves you to the destination. These can work anywhere (and any height) within a single sim.
If you plan to build above 300m, use the second type of teleporter. Visit Cubey Terra's place for a good starter teleporter.

I'd rather the new people stay on the ground. Building in the sky is the last refuge one can take in a sandbox and it's actually quite effective. I got lazy one day and decided to build a quick little thing on the ground and guess what? I got some kind of weird lecture from a newbie that I should unplug and enjoy the sunshine. I mean.. sheesh...
