How to make a Tiny avatar ?

I´m seeing a lot of Tiny avatars.
I think they can be so tiny because they flip the legs vetically with a animation. I try this, and work partially, My avatar walk in his knees. I use priority 4 in the animation. My problem is:
My legs dont move when I use this animation. The avatar walk in the knees, but the legs dont move, only the arms. Is there a way to the upper legs move without loose the pose and withou move the lower legs ?
Is that the correct way to make Tiny Avatars ?

You might no be needing this anymore, but I've just seen that Mr. P has released a new animation pack for people who want to make their own tiny avatars.

After posting above I also found the tiny building kit from the original creator in the Extrovirtual Market in Umber.
