I can only choose transfer when copy is selected...

Are you editing permissions on an object rezzed in-world, or in your inventory?
Does the object have any contents (scripts, notecards, other objects etc)
Is the object painted with any textures with restrictive Next Owner permissions?

What about the rest of what I asked about?
They're important to figure out why the permissions won't set.

I'd be curious if your permissions issue is resolved today. Yesterday there was a network hardware problem, which resulted in some asset server malfunction. Are you able to set full perms now?
If not, then the answer is most likely somewhere in the object's contents, as Ace mentioned. If you've got script in there that is no-mod, for example, the entire object will read as no-mod when it's in your inventory. When you rez the object, you'll be able to set whatever permissions you want on the object itself, but in inventory, it will always show whatever the most restrictive set of permissions is from all the various components.
